Driver Charged with Leaving the Scene After Hitting Cyclist

Disorderly conduct

April 1: Officers responded to the East Lake Forest Train Depotfor a report of an unruly passenger on a Metra train there harassing other customers.Upon arrival,they located Kevin H. Sims, 27, of Chicago, intoxicated, challenging Metra employees to fight, and refusing to leave the train.Officers attempted to take Sims into custody for disorderly conduct.Sims initially refused to be handcuffed, pushed officers away, spit at officers and, after being handcuffed, tried to prevent officers from seating himin the rear of a squad car. He was processed and later releasedwith an April court date.

Obstructing identification

March 27: Linda K. Baenen was stopped by an officer at 8:25 p.m. for a routine traffic violation. Baenen claimed she did not have her driver’s license with her and furnished false identifying information to the officer. The officer later discovered Baenen’s correct identity and that she has not had a valid driver’slicense since at least 2008. Baenen was arrested on March 28 for obstructing identification and driving without a valid license, processed and released on bond.

Leaving the scene of an injury accident

March 27: At 5:45 a.m., officers responded to the intersection of Waukegan and O’Leary for a report of a car v. bicycle accident. Upon arrival, the bicyclist, a 52 year old Lake Bluffman, was transported to Northwestern Lake Forest Hospital suffering froma broken leg. The vehicle that struck himhad fled the scene, leaving several parts behind. From witness descriptions and parts of the car left at the crash site, officers were able identify the suspect car’s make,model, color and approximate age. On March 28 at 5:30 a.m., officers stopped a matching vehicle with identical damage. Joshua M. Ramsey, 28, of Winthrop Harbor, the driver, admitted being in a crash on Waukegan Road the day before but told police he thought he had hit a deer. He said he left the scene because he was late for work. Ramsey was arrested and charged with leaving the scene of a personal injury accident. He wastransported to Lake County Jail for a bond hearing.

Driving under the influence

March 27: Officers responded to a cell phone complaint of a possible impaired driver and observed Eric Huerta‐Madero, 22, of Waukegan, swerving across the lane markings on Route 41. He was stopped and open alcohol was located in his car. Huerta‐Madero admitted to drinking and failed three field‐sobriety tests. He was taken into custody and later provided a breath sample indicated a blood alcohol content of.227. He posted bondand was released with an April court date.

Aggravated battery

March 29: At 10:45 p.m., Michael J. Baldwin, 27, of Lake Bluff, was taken into custody in Chicago on an outstanding Lake Forest Police warrant for aggravated battery stemming from an incident that occurred the night of Dec. 24, 2012. In December, Lake Forest Police had responded to a restaurant in the 700 North block of Western Avenue for a reported fight in progress. Upon arrival, Baldwin had left the premises but the victim, a 25‐year‐old Lake Forestman, and several witnesses alleged Baldwin punched the victim in the head several times without provocation. Baldwin wasprocessed and transported to Lake County Jailfor a bond hearing.
