Patch Flash: IL House OKs Drivers Licenses for Undocumented Immigrants

The Illinois House voted 65-46 on Tuesday in favor of a bill to give driver's licenses to undocumented immigrants, after advocates argued that the legislation could make the roads safer and prevent people from driving without insurance. 

The bill will now go to the desk of Democratic Gov. Pat Quinn, who plans to sign it. The state Senate already approved the measure, also with bipartisan support.

“I want to commend members of the Illinois House for their bipartisan passage of legislation that will help ensure every Illinois motorist is properly licensed and empower more immigrants to become stronger contributors to our economy," Quinn said in a statement after the vote. "Not only will Senate Bill 957 save lives, it will save Illinois motorists $46 million a year in insurance premiums by making sure every driver is properly insured." 

 Illinois lawmakers abruptly adjourned a lame-duck legislative session Tuesday without agreement on how to fix the nation's most dire pension crisis, declining even to vote on the governor's last-ditch effort to let an independent commission sort out the $96 billion mess.

The push to solve the crisis by Gov. Pat Quinn's deadline of Wednesday, when a new Legislature is sworn in, crumbled swiftly during the day. Democratic sponsors of a reform bill failed to amass the votes necessary amid stiff union resistance and legislative leadership unwilling to chance a roll-call vote.

Illinois' Attorney General Lisa Madigan on Tuesday asked the entire 7th U.S. Circuit Court of Appeals to review a lawsuit challenging the state's ban on concealed carry in an effort to salvage the only law in the nation that makes the practice entirely illegal. Last month, a three-judge panel struck down the Illinois ban as unconstitutional and gave lawmakers 180 days to write a law legalizing it. But Madigan is asking that all 10 judges on the court rehear the case, saying the previous decision "goes beyond what the U.S. Supreme Court has held" and conflicts with decisions by two other federal appellate courts.

The judges suggested in a 2-1 decision that legalizing concealed carry is long overdue. Judge Richard Posner, who wrote the majority opinion, said that there was nothing to suggest that criminal activity in Illinois was different enough from that in other states to justify taking a different approach to concealed carry. 

A driver is lucky to be alive after his car was hit by a Metra train Monday afternoon at the Northwest Highway railroad crossing near Arthur/Davis in Arlington Heights. According to Arlington Heights Police Sargeant Jerry Lehnert, as the train was coming westbound, it stuck the front bumper of the car. The driver, who has not been identified, was parked so close to the crossing that the gates actually came down on the roof of the vehicle at the time of the incident.  

With the hopes of being part of the solution instead of the problem, the owners of No Limit Arcade in Algonquin have unplugged twelve violent shooting games at its business, according to local media reports. In light of the fatal shooting in Newtown, Conn., owners Mark Battaglia and Kevin Slota decided to eliminate all of the games that involved shooting and killing humans.

Justin Lansing, a 2007 graduate of Lake Forest College was nominated for a Grammy Award along with his boyhood friend, Joe Mailander, for best Children’s album, according to the Lake Forest College News.

Performing as the Okee Dokee Brothers, Lansing and Mailander received their nomination for the album Can You Canoe.

Read the article, understand the text of the law. In order to even get the license you need to provide proof of insurance. Anyone looking to get the TVDL - whether they are undocumented immigrants that have lived in Illinois 10+ years or a person on a year long student visa they'll need to be insured.

I agree. In the past couple of years I have been hit from behind three times. Each time the driver had no insurance. I have a spotless record, no tickets, no accidents but still I did not report but paid out of my pocket to fix so as not to have my insurance go up. Giving illegals a driver's licenses will only give them more access to get more benefits by showing their driver's license and still not pay for insurance or anything else. I am tired and do not want my money to go to illegals. To get money you must work! That should be a law!

Does that also mean that bank robberies are now just undocumented withdrawals? Honestly, this couldn't be simpler. As Mary and so many others have pointed out, the operative word here is ILLEGAL. Whether you support giving them licenses or not, whether they have insurance or not, they are COMMITTING A CRIME. What other crime can you commit and not only not be reprimanded, but ASSISTED, by the authorities? Drunk drivers would be safer if they could expect a police escort to follow them home... but that doesn't happen, and rightly so, because the driver is committing a crime and should be apprehended by the police. This isn't rocket science.

And before some pro open borders/illegal aliens bleeding heart calls me racist... I'm a 2nd generation American of Mexican descent. Illegal is illegal and wrong is wrong. Would you reward someone who broke into your home with the keys to your home or your car? I doubt it. Our country is OUR HOME and these people have broken into it. FYI... they cost us FAR more than the piddly amount that they pay in sales, gas and liquor taxes. Hospitals have had to shut down because of the cost of caring for these parasites and that's just one example. Just look at what they've done to the economy of California. Don't be a fool.

Then the insurance company reports that the vehicle on the policy is out of compliance with Illinois mandatory liability laws to the DMV. If the insurance company or the vehicle tags are not registered with the DMV in 30 days the license plate is suspended as well as the registered owners license.

To all that think this is OK... They are illegal what part of illegal don't you get? And to "just saying", my grandparents both maternal and paternal came thru Ellis Island, they were LEGAL immigrants, and they lived in their community until they learned English. As for the license, this is the stupidest thing the democrats have done lately. They won't get the license because that will establish that they are illegal and they will continue to drive. When they get stopped for a violation or are involved in an accident what will the cops & judges do about that as well as the fact they are illegal, NOTHING, just like they have been doing. If the accident is severe enough to have cuased great harm or death, just how fast will the illegal run back to Mexico. And to Cole Pierce... No insurance=no road test, no license, are you that naive? They will forge insurance papers like they forge other documents, and lets face it with the democrats wanting the Hispanic vote, they will turn their heads when additional violations occur only going after the most detremental criminals and even that they are lacking. And to the rest that argue pro illegal, just remember the free education, the fact that the hospitals treat them without insurance, the jobs they take away from our job market and of course all the other expenses regarding the damage from crimes perpetrated by these illegals. add that up and I believe the amount could easily be $113 billion if not more.

If the qualification for this bs is "safety" then tie insurance to license plates. Even the sleepiest of police can spot a car with no plates. The ONLY reason for giving ILLEGAL aliens drivers licenses is so they can vote.
And I am not Native American like Senator Elizabeth Warren, but my family were first settlers on one side, and my fathers side had to apply to come here from Europe and go through all the legal channels.

What a country! You can enter illegaly without going to jail or being tried as a spy, get a job, house, car and a driver's liscense. You will have to have auto insurance, an address, money for an attorney in some cases and get free medical care and a free education. Try that in Germany, France, Austrailia, Iran, Saudi Arabia or almost anywhere else. I guess we went from a rules based society to a rights based society around 1965. Usually that leads to chaos and anarchy and requires a dictator to restore some semblance of order. I hope he/she is a nice person.

I'm confused..... you want to give "ILLEGAL" Immigrants a drivers license... but in order to obtain one... you need TWO pieces of Identification to obtain a drivers license.. one of them being a Social Security Card.... Illinois has required Mandatory Liability insurance for 30+ years.
Insurance is on the vehicle, not the driver. No matter who is driving.
That info is supposed to be updated with every plate renewal & upon purchase of new plates.
If the State doesn't police the system it already has in place, this will just add another layer of bureaucracy to it.
By having newly licensed drivers, who still don't add or update the information.
Making them no more legal, or creating any safer of an environment.

The State STILL gives the renewals when left blank or containing erroneous info, because they want/need the revenue.
Never following up on the most obvious of omissions.
They then rely on the insurers, to be the safety net if something goes wrong.
Washing their hands of responsibility.
Insurance companies will become wise to this, & to protect their own interests wipe away the supposed effectiveness of this new legislation, by adding a clause that they do not cover anyone the Federal Government deems a criminal.
This is all just a massive paper shuffle that will raise everyone's rates.

It makes the State look like they addressed a problem, when in reality they exacerbated an existing one.
A better step would have been requiring the DMV & Currency Exchanges, where all questionable title & plate work takes place, to verify ALL information is valid before issuing them.
And not give citizens legal or illegal, fresh 12 month time frames to drive around uninsured.

In order to add a clause to an insurance policy the wording must be approved by the states department of insurance before it can be applied. Therefore, if an insurance company is adding wording to their policy that is trying to trump state law, most likely it will not be approved by the DOI. VINs on every car that are insured is reported to the IL DMV. When a policy cancels or lapses at renewal the change is reported. The DMV will send out notice that the insurance is lapsed or cancelled and in 30 days the tags and the registered owners license will be suspended. Seen it a thousand times. Will it prevent people from driving, of course not.

C-Dub, the issue is the initial registering of used cars at the DMV & currency exchanges. I have seen transactions on private party sales, where no ins. info was requested or applied to that given car's transaction at the time.
Particularly at currency exchanges. (I insisted it be done on any car I've sold)
Also in "title only" scenarios, when the plates are presumed purchased later.
The assumption is the DMV will get it then.
Go to a different currency exchange, and it gets overlooked again.
All scenarios lead to a potential 12 month period where an uninsured car has legal plates.

The assumption is the database between the ins. industry and the DMV is closely monitored. It is not.
If an incomplete registration sneaks in under the radar, it is not pursued.

Without seeing the full wording of the above legislation, there is no knowing how the State intends to force insurance carriers to sell policies to people who don't yet have DL #s or even cars.

When I last renewed my own plates at the DMV, the clerk separated & tossed the portion I'd pre-written my insurance info on, and printed out a new one left blank. Then separated & tossed out that portion again.
Which means the only record of my insurer, is from years ago.
Or whatever my insurer provided them.
If the shared database is so up to date & reliable, the DMV wouldn't be asking for such info every time. It's a false safeguard.

More brilliance from the members of the Springfield Brain Trust (tm). I have no problem with LEGAL immigration - it's what this Country has been founded on and what makes us Great. But that said, the ONLY thing that illegal aliens should get is deported back to their point of origin. No welfare. No health/dental care. No emergency care. No food stamps. No assistance whatsoever. No sanctuary.

And employers should be fined $100,000 per day per illegal employee - no exceptions.

Once there's NO opportunities, no FREE stuff, and NO work for illegal immigrants - you'll see LEGAL immigration on the rise.

And for those who believe this is harsh, what I propose is already in place in several other countries around the World - including some popular points of origin for illegal immigration to the USA. Why should we be any different?

The car insurance problem should fall squarely on the Sec. of State Jesse White's office. If JW would require proof of insurance when renewing auto lic. plates this old problem would go away. No insurace- no renew of your license plates...simple solution. I was hit my an uninsured driver. How do these uninsured drivers keep getting their cars registered and licensed? JW's office really doesn't care about proof of insurance but is only interested in the renewal fee for the license plate.

So anyone who has lost their license for dui or suspeneded can just get a new undocumented drivers license by saying they are Jose Cuervo and have no documentation. Or if a undocumented driver gets a dui they just say they are someone else and get another undocumented license. Way to go Illinois

This is only a dem ploy to make the Hispanics vote for them. I am sickened to see this country being thrown away to Mexico. Soon there will only be one party and soon our national language will be Spanish. Anyone visit Waukegan recently. What a joke. They bleed the medical, and social services systems dry. Teachers loose their jobs if they can't speak Spanish in a school that has changed to a majority of Hispanic students. Just keep rewarding them for breaking the laws. See where this once great nation ends up.

Illinois Taxes,corruption,lies. Allmost any politican's will or could get jail time, if you do you get early realease and go home not to half way house. If you play your cards right you become President of the United States of America. Not Mexico or Africa just the country they come to illeagly, and you give them everything a lot of American citizens can't afford. Try to get your property taxes lowered and they increase them. Print things like this on internet, they censor this kind of thing and will increase your taxes also. Politicans hold the winning hand and there isn't **** you can do about it.
