POLL: Who Is To Blame For Illinois' Pension Mess?

The state's credit rating recently was downgraded because of an unfunded pension liability of $83 billion.

 

Illinois' inability to deal with its pension problems led Standard & Poor to drop the state's bond rating this week, the Washington Post reported.

The state's unfunded pension liability has surpassed $80 billion, WGN TV reported. The TV station reported that $12 million is added to that liability every day.

The Chicago Tribune reported that Illinois has the second worst credit rating of any state in the country. Only California is worse and Standard & Poor believes that state is headed in the right direction. The Tribune reported that Illinois is not – noting that the unfunded pension liability is on track to hit $93 billion by next summer.

The Tribune reported that Quinn has been pushing for reforms, but the legislature has been unable to agree about what should be done. The newspaper noted that Quinn might use his veto of gambling expansion in the state as a way to push the legislature to deal with the issue.

In July, a Quinn plan to have workers and retirees relinquish an annual automatic 3-percent cost-of-living increase failed, the Sun-Times reported. In August, the Legislature failed to take action on several proposals meant to fix the problem.

Part belongs to the voters of Illinois. Part belongs to teachers for being unrealistic. Part belongs to the state for not taking care of this problem before. Part belomngs to Blago. Part belongs to Chicago's former mayor. The list goes on.

As far as teachers being unrealistic and your last statement wondering whatever happened to "pay me a little now but pay me for the rest of my life after I retire" attitude of public service workers". Teachers do get paid a "little" now--and pay around 8% of their gross earned salary into their pension system every paycheck. When teachers retire--they do not get 100% of their pension returned to them. What they do get in their pension check is a percentage based on how many years of service they have provided and the average of the last 3 years of salary earned. Teachers do not pay into Social Security. And in Illinois, I believe, if you are eligible for Social Security as well as your teachers pension, you might now get all of what you would normally get with SS, even though you paid into it for years. It's considered a windfall.

Mr Carlsen don't most educated working adults deserve to get paid what they're worth? How is it an entitlement when they are working and paying taxes? You think they want to get more than what they had to begin with but that isn't true. Like anyone else in any occupation they want to be paid while they work and have something to live on when they retire.

I wasn't thrilled with the choices. So many problems are with the public unions and their leaders who elect the people they want to deal with, like Madigan and Quinn, then leave the tax payers to foot the bills. If we want change and to correct this mess, we need to get involved and start with our local problems and leaders. Then make sure we stay active even after the elections.

Unfortunately, the same dirty politics, cronyism, open borders, bureaucratic mess and shame of American values that has destroyed Illinois is now running the entire country into the ground as well.
Look how well the liberal plan has worked in Chicago? More people killed on a weekly basis than in Iraq and Afganistan combined. Three thousand cops short but they're still planting trees. Now the teachers are going to strike? Illinois ranks at the bottom in testing, but teachers want more money? There are rats as big as dogs roaming through the alleys, West Nile and Legionaires disease is running rampant and this is in Chicago, not Zimbabwe.

The reason the public sector was allowed to unionize was so that there wouldn't be strikes. Guess that didn't work out so well. Furthermore, when strikes do occur, amnesty is negotiated in so that the illegal strikers have no consequence. Strikes are almost always coordinated so they cause the most disruption. Clever or devious.? You decide.

Obviously we are in trouble for many different reasons, illegals, Madigan, an assortment of really bad leadership, poor choices at the polls, politicians not willing to make the unpopular choices because they are more worried about being re elected than doing what's right (nationwide problem) because of the huge pension, benefits and kick backs....in my opinion another BIG problem is the budget system....from local to county to state....without exclusion...they all just add spending to the last budget. I would venture to guess without exception every city, county and state could easily trim 20+% off of their budget by starting at 0 and renegotiating contracts, getting rid of obsolete programs and trimming the fat. Their are too many government programs that are obsolete, too many government employees and just too much spending in general.
I have a relative that holds and elected office in IL., she was reprimanded for trimming her budget because it effected the state aid the the county received.
You can't run your house that way, you can't run a business that way....you can't run a city, county, state or country that way.
Let's see budget reform, ground up or 0 start budgets every 8 years for every government entity. Let's see 2 term limits for all government offices. Let's see reduced salaries for elected officials and pensions for the cut in half. It should be a bonus for their service, not a life of leisure.
Reform is not easy, but the result would be fantastic.

Governor Quinn, not unlike President Obama, prefers to put the blame on Republicans rather than on his own failed leadership and failed policies.

Although there is enough blame to go around — Democrats want to avoid angering their union base while Republicans seek to capitalize on the inaction — Democrats and Republican alike put the blame on what is called a “catastrophic failure” of leadership by Governor Quinn.

For months Governor Quinn has called on lawmakers to pass a comprehensive plan to put in place to put in place pension changes for workers across the board, but was Quinn really serious?

Illinois legislators, knowing that pensions cannot be sustained, but unable to do anything about it, continue to receive little help from Governor Quinn due to his lack of leadership. For like a rudderless ship, disaster and catastrophic financial failure looms for state and local government unless there is a dramatic reform on the structure, incentives and accountability within the five government retirement systems.

Not to do so represents a dereliction of duty to the people of Illinois by both Gov. Quinn and the Illinois General Assembly.

Enough with the bamboozle tactics of phony reform! Real reform is called for as Illinois is facing a financial Armageddon.

the voting public did not learn in Illinois from the mistake it made when they gave the DEMS total control of our country. In 2008 the dems contolled all 3 areas of government in washington and look what we got. More debt and a failed 800 billion dollar stimulus that allowed them dems to rip off the taxpayers who have to pay for this bungled attempt to fix what the dems started in 2006 with Barney Frank and Chris Dodd who said lend to anyone and do not even ask iof they have a job. Now we have the DEMS in control of everything in Illinois. What did they do in illinois, raised you income tax, my business taxes and my real estate taxes, not to mention the highest gas tax in the nation to go along with tollway taxes doubling and liquor taxes and cigarette taxes and I can keep going. Do you know that they raised all our taxes and did not pay down any bills??? we were 200 million behind in our bills and the went up to 300 million behind. 85% OF OUR TAXES ARE USED TO PAY PENSIONS.

madigan and his crooked group of thugs we call the illinois general assembly has a plan to kick the pensions back to the districts. thats like putting the fox in charge of the hen house. These districts are out of control and you better force the legislators to put caps on your real estate taxes prior to this or you will be paying $20,000 a year to pay for these people who think they deserve raises every year. Like I said in a prior comment, d230 just got a new 4 year contract, there was never a threat of a strike because they know that the board with all ex teachers and administrators will not fight and will agree to collective bargained agreemnets, all received a 4% cost of living increase per year of their 4 year contract. Thats 16% increase. Want me to do the simple math that they do not teach: if you are a teacher making $60,000 a year, and that is what they average here in d230, thats $2400.00 a year x 4= $9600.00 over the 4 year agreement. Then you have no contracts after that 4 years. These are state employees that work for the taxpayer. What is this crap of contracts. You want to teach, you have a contract 4 20 years. After 20 years if you were a good teacher. You get another 20 year contract with the same pay. Remember it used to be lower pay, better benefits and retirement now they went more more more more.

@ Malibu Bob -Like you, I am socially liberal - and much of the Republican (NATIONAL) platform is not consistent with how I believe - however, when I am voting for State Reps - I will be voting Republican (or for that matter, anyone NOT connected to Madigan). The only responsibility for the state reps is getting this state in-line fiscally - which will not happen overnight. And unfortunately, Madigan has been "on watch" for decades - and we can not continue to give him the keys to our financial future. I've not made my mind up on the national elections - but I sure as heck have on the state elections. Madigan (and his candidates!) have to be fired (or not hired, in some cases).

This election year every seat in the Illinois House and Senate is open. Voting for a Democrat in the house is the same as voting for Madigan. The Republicans need 6 more seats to oust Madigan as the Speaker. Mark Shaw in the 58th district is the Republican candidate running for the seat Karen May held. Jonathan Greenberg in the 57th district is the Republican candidate running for the seat against Elaine Nekritz, a pension committee member. She has not done very much to alleviate a terrible situation. Dr. Arie Friedman, a Republican is running for the Senate seat now held by Susan Garrett who is retiring from the 30th Senate district.

The district lines have changed. Do you know your House and Senate districts? These are good people and we have a great chance to make something different happen in Springfield this election. Please vote!

First, James you forgot the compounding effect of 4% raises on top of previous raises. 4% compounded over four years is actually closer to 20%. That also fails to take into account raises for phony and worthless degrees and the "last years" raises to boost their pensions into the stratosphere. Here in Lake Forest, our recently retired Superintendent draws a retirement check that still keeps him the highest paid public employee in the state. He makes more in retirement than the current governor. That was not enough though so we also gave him a taxpayer funded 401K and a luxury automobile to carry his amazing haul away. We also gave him a 100% paid medical plan (no deductible) and a $1 million life insurance policy. I could go on and on but you hopefully get the picture--we screwed ourselves because we let our Duperintendent write his own contract and we are doing it again with our new Super that is starting at $250K plus a crazy benefits package. Why is the state broke? Look no further than Lake Forest that has the rest of the state's taxpayers pay these ridiculous pensions!

yep i heard on Champion news and you can go to the website its at least 180 billion wait the state will collapse and all the public sector people will be left with no pensions. what it comes down to is simple GREED. what makes me laugh is that they all think they deserve to be paid these outragous salaries and pensions The superintendant up here, and they all compain about him but yet they talk like he is the greatest thing in the world makes 175k [plus a bonus package with an annuity and a car totals 191k and when you bring this to the attention of the school people they say "oh he is underpaid compare to other superintendants" This guy runs 3 high schools. What does he do that justifies that salary???

Quinn went the other way with his fiscal policy and the easy way for pension reform, while all sizes of business leave the state, unless the king grants some exceptions to higher taxes. the problems start with the teachers and the state employees. They continue to get raises while the taxpayer continues to see his taxes go up and up and up. My district, d230, off all summer, off every holiday, breaks on christmas and easter, curriculums that have nothing to do with math, english, science and english, just got another 4 year contract, COLECTIVELY BARGAINED between the union and the district board(all ex teachers and administrators of schools)and they get a 4% cost of living increase. So it is not all the politicians faults. When you have greedy people that forgot who pays their salaries and are allowed to get a raise with no proof of doing anything is where the problem starts and ends. we have pincipals making $130,000 a year. In the grammer school district, d140 we have principals making 115,000, 120,000, 122,000. Why should any of these people make this kind of money and then get pensions that pay 80% after they retire at 55. I added this up last year, 6 people, 5 principals and 2 administrators make about $800,000 a year to work 6 months. I always ask when I have to go to the schools my children attend what do they do to justify this money???? I never see them doing anything. We also have deans, and that is their only job, to be a dean, making $89,000 a year. It starts and ends with the greed that has become our teachers, who keep electing the same democratic leadership, so they can continue to get raises every time their contracts come up for renewal.

never but i have a special ed kid so I have been around the schools like I should work for one. I can tell you alot of things about what most parents do not know about how screwed up the schools are. Have a special ed kid and see what you have to go thru. I also pay attention to the local newspapers and I live on a block thats has a school. I have been to many school board meetings and I can tell you these district boards do not have the children nor the taxpayers interests at heart. Do you know what this law is??? it is called the "PROPERTY TAX EXTENSION LIMITATION LAW"

Interesting fact about the “special session” last Friday - as you know the legislature was called to Springfield for a special session to vote on a “Pension Reform” bill. The Union bosses have been adamantly opposed to ALL pension reforms. To guarantee Madigan and Cullerton would not call a bill for us to vote on, the SEIU Union donated $97,000.00 to Madigan’s campaign…and $95,000.00 to Cullerto
n’s campaign on the very day, Friday, we were all in Springfield for a “special session”. No bills were called for a vote. Taxpayers paid 40k for the trip…while President Cullerton and Speaker Madigan raked in the campaign donations. Do you think this is “pay to play” politics, Chicago style, or just a miraculous coincidence?

The Illinois tax payer/voter is at fault. We have Superintendents of small town schools making 170,000 dollars a year plus pensions that they don't pay into.
Look at Illinois family tax payers site for more information. We have school boards who are cronies to the school administration staff and give away salaries and perks but we as voters don't vote them out. We don't vote out the County board members and we don't vote out the Dick Durbins who have established illinois as a Sanctuary State for illegal immigrants. We have plenty of Republicans in Illinois who are more Democrate than a Democrate. We have Jack Franks who is more Republican than the Republicans in the State so its not the party its the politician.
We have the Regional Superintendents of Schools who are such a layer of fat in Illinois. Its a politically filled position robing our children of education funds. Cook County elimanated the position years ago but not the suburbs. We need to take away the pensions of these positions from even those who have already retired.
Rick Santorum said it best: Public Schools are only out for the best intrest of public schools. When I started taking about all of these issues 5 years ago I was shunned by parents in my community.
THE PUBLIC IS TO BLAME FOR ILLINOIS PROBLEMS> APATHY is the biggest threat to our countys future.

i can blame the public but I do not vote democratic and never will. I vote independant and for the best candidate which tends to be the guy that comes in third. People in this state are stupid and on my block where I live and people that I know have this idea that the dems are for the poor and the working person. They are not. They are in it to get rich and could care less about the taxpayer. If I could sell my home, I would get out of this state and take my business to Indiana. The state is broke and people keep re-electing the same crooks every election cycle and they are not going to change anything. Remember the saying, IF NOTHING CHANGES, NOTHING CHANGES!!! you have to man teachers and state workers voting and us private sector folks have no chance. Brady took 96 of the 102 counties in the last election and Quinn still won by 9000 votes. Sounds to me that we have crooked elections here in Illinois and the majority of Quinns votes came from CROOK COUNTY.

The highest paid teachers in the State of Illinois are phsical education teachers-in the neighborhood of $200,000 annually.

The teachers' unions are corrupt. Of course, that means that the teachers are corrupt. If you want to know why the government schools are so bad, take a look at the teachers. The teachers are not there for the children they teach. They are there to rip off the system.

I wish our Superintendent of Schools only made $170,00. In Lake Forest, we are a small district with 1 high school, 1 intermediate school (even though call it two by saying east and west depending on where you are in the hallway), and three K-4 neighborhood schools. For this daunting management task, the former Super who retired in July was being paid almost $500K with his benefits package. His replacement started st $250K base with a benefits package from the moon. We have more management than the NY city school system and our six figure teachers are threatening strike because they only make $150K per year. Totally out of control!!!

Since we've already had polls like "Is global warming real?" and other such questions, I'm hoping that the next poll will be "What causes gravity?" There are two or three counties in the entire state that vote dem/liberal. Cook cty and one or two near St. Louis. The rest of the state doesn't count. The republicans have had a "good ol' boys network" for quite awhile, putting in rinos. Some of that activity has been slowed considerably by the tea party type groups. Durbin and the governorship have to be our next big priorities. Voter photo id should be there also. Too long the vote early, vote often has been in place.

Arguably, three of the "bluest" states, that also happen to enjoy some of the most electoral votes, CA, IL, & NY, also share some of the worst credit ratings, all in the bottom 25%, with Illinois and California fighting for dead last.
All three also share unemployment well over the national average, with CA & NY battling for top bragging rights there.
Conversely, the very lowest unemployment rates belong to very red states.

Two years ago I ran for the school board. Prior to this I and our children were harrassed by both the Superintendent of schools for mchenry County and the local Superintendent because I was so vocal about reform and spent time trying to engage the public with information. It was awful.
The schools use tax payer money to harm parents and children and we the parents have to use our money on attorneys to protect ourselves. Our school board District 165 are all cronies to the administration but we can't get people out to vote and get rid of them. I blame the tax payer and voter. We have the power and we don't us eit.

Serious consideration must be given to Police & Fire Pensions. If you visit the Springfield offices of our elected officials, you will see Fire Axes, Helmets and other freebies. The pensions provided to Police & Fire have continued to be expanded well beyond the original intentions. Many are not aware that the Villages are required to pay these increased entitlements handed down from Springfield, without any guidance from Springfield on how to actually pay for it. Interestingly enough, the definition of a duty disability pension makes absolutely no allowance for an injured Fire or Police officer to be able to be gainfully employed in another line of work. Certainly, the original intention was to provide for a dedicated servant who has been tragically injured. However, because there is someone always looking for loopholes, able bodied servants with a 'bad-back' now get 100% free health insurance for their entire family regardless of their economic ability to pay. I think we should follow social security laws which clearly indicate that retired means not working. No more retirement pay if you are not retired. I did see Madigan on T.V. a few weeks ago which i think was a in session clip stating we had to get rid of the School Board concept becuase they harm the community and the children by supporting huge salary increases and perks to the teachers and administration. Here in 165 public schools all difficult learning concepts are sent home for the parents to teach while the teachers spend their time feeding snacks, talking about President Obama, Homosexuality, Selling junk for prizes, Speaking Spanish and the rules of the school which are all designed to be difficult on the parents.

The solution to the pension problem in Illinois is very simple. Leave the State of Illinois and the pension problem is no longer your problem. Problem solved.

And yes, I took my own advice. I am now a resident of the State of Florida. Governor Quinn and his merry band of Democrats won't have Richard Schulte to kick around any more.

BTW, the personal state income tax rate is Florida is 0 percent and the sales tax is 7.5 percent. The last time I got gasoline in the car a few days before Isaac, the price was $3.579/gallon. The cost of housing is about half the cost of housing in Evanston.

Who needs the thug government which runs the State of Illinois and Crook County?

The ASFCME and SEIU and the teachers' union colluding with the Democrat Party did this to Illinois. And when they all lose their pensions when Illinois declares bankruptcy, all I can say is oh well. Just to set the record straight, teachers work all year long. Yes, they get summers off, but many teachers use that time to plan for the school year, take additional coursework, and work at a job so that they can pay their bills. Teachers, even if they paid into Social Security for years, do NOT get that money. Yet the teachers (and their spouses) paid into the system for years. Also, teachers do NOT get 80% pensions. They pay almost 10% yearly into the pension system and, if they work over 35 years, can get fully vested at 75%. The average teacher pension in Illinois is around $44,000. Not exactly enough to buy a luxury car or even take a decent vacation. Don't confuse extravagant pensions that administrators receive with the rank and file teachers. Regarding teacher salaries: if a community wants quality educators in the classroom, which in turn keeps up property values, then they must ensure that the best teachers want to work in their district. The Superintendent of Burbank, IL, said recently to a question about why his district has the highest paid teachers, that well-paid teachers make for a stable school district. The top paid administrators will be on to other jobs in a few short years, but it's teachers who stay for decades, educating generation after generation of community children. Districts that pay and treat teachers poorly, will get teachers who will teach for a year or two, and then go on to districts where their talents and abilities are appreciated.

Average pension $44k, but that includes part-timers and those not fully vested. What is the average pension for fully vested full time teachers. I would guess at least $80k for teachers in northern Illinois. One more thing Pamela, teachers that paid into SS will receive SS, but at a reduced rate? It's called the Windfall Elimination Provision (WEP) and Government Pension Offset (GPO). In summary nice pension for a nine month job, yes a NINE month job!

I have never seen either one working in the summer(unless they want to and then they are compensated very well if they do, $65.00 and hour)Why are children flunking???You so called underpaid teachers, which I have been hearing for 30 years now and the political cry "its for the children bs" not making sure these kids are passing. Pam, the mistake that you've made is that you think any of the people who rant and rave about teacher salaries and pensions actually care about facts. When you begin with the ideological perspective that salaries and benefits are "unbelievable" there really isn't anything to debate. That's why I don't usually bother.

Didn't you know that when you decided to switch careers and become a teacher that you were expected to take a vow of poverty? The only worthwhile goal is to make sure that no one has to pay any additional taxes to support education.

Then we have the poster below who talks about his/her child's "wonderful" teacher but then complains about her salary. That's right. We don't want "wonderful" teachers who make teaching a profession. That's just too expensive.

What we need is a bunch of inexperienced kids who will work for peanuts. Unless you have the money for private schools, we can all start the race to the bottom. Better yet, we can divert tax money to private for profit schools even though the actual statistics show that most of these schools don't perform better than public schools.

On the one hand you say you work year round but then also say you do other jobs over the summer to boost your quality of life and make--which is it? Just a small factoid about teachers' salaries, the teachers are under contract to get paid x dollars for approx 200 days of work. Most school districts choose to pay the contract over the entire year rather than the 10 month time. I was one and am now retired. When school funding is put up for debate the teachers and kids are put on display. Most people don't know that the actual percentage of teachers are about 40-45% of school work force. There are a lot of bureaucrats that can be cut or take pay freezes, etc.

Yes teachers, police, firemen etc all have their salaries posted. However, Kramer was talking about the average pension being $44K not the average salary being $44K.

My first year of teaching I made $8,000 because they had raised the base from $7200 to $8000. At that time I was paying in 10% to the pension system. After 11 years on the job I left to go into business. I withdrew the money that I had put in the retirement system. The state gave me 0 interest on the money they held for 11 years. And, for the ability to withdraw the money they said they would charge me 1%. Having gone to public school I thought that meant 1% of the total. Not so.

They took 1 of the 10 percentage points had I invested meaning I got $0 dollars in interest and I got 90% of my money back.

This is what they call a "rich" pension plan?

Many teachers work hard and long and go above and beyond. There are those that basically slide by doing as little as possible to feed at the trough and keep their jobs. The teachers union is complicit in this.

Clearly education is broken. Americans need to fix that. We are already sliding down the path to becoming a former super power. Arguing over who is to blame doesn't fix the problem.

All of these discussions should be around how we remedy the problem and mitigate the damage. Politicians won't do that for us. We need to do it ourselves.

All those defending the teachers unions and such are being disengenuous, first the average pension may stand at 44K but that's not for real working, retireing teachers, that number is closer to 80K. My son had a wonderful grade school teacher, we liked her very much, she did a great job, she's roughly my age, around 50. When that website came out, where you can look up salaries and wages, we looked hers up, as well as a lot of others being paid in my town. They were all relatively obscene, but hers was over 96K a year, that's flippin nuts.

You should be thankful for someone teaching your child, but instead you complain about her pay. Yours is not the only child she taught, so I'm sure she's responsible for a multitude of children learning and becoming productive, but you say she doesn't deserve to be compensated for it. If people don't want to pay for good schools and teachers, then move to the boonies and homeschool your kids. If you want to live in a community with educated, contributing members of society who are willing to pay for police, fire, hospitals, roads, and any of the other neccessities for a good place to live, then pay for it. There are some industries that don't need to be paid for with our taxes, but education isnt one of them.

In a real world where I work in the private sector, if the company has no money to get raises; NO ONE gets raises. The state is broke. People are losing homes, jobs, taking pay cuts, losing health insurance and you public sector people just keep wanting and taking more. This is why its a broken system and I do not see our schools turning out winners so they can then go on to college(where my kid is going)and the colleges are telling me and my son that he has to take courses that should have ben taught in HIGH SCHOOL. We teach, CHEEK THIS OUT; Home Economics, Life skills, health studies, Music. I have 2 children in school, 1 just graduated and is not prepared for the real world and another that is a junior and I who has been out of school since 1982 and then 4 years of college which I paid for and I am more educated than they are. No. I am a UniServ Director with the IEA and I have no problem saying so. I'm sitting at my home in the North suburbs and I am not commenting on behalf of anyone but myself. By the way, the IEA is a private sector employer.

Guess what, my wife was unemployed for significant periods in the last five years. She worked in real estate developement. The fact that we had to cut back isn't an argument for failing to compensate the teachers who teach my kids.

Hey Mark, I would need to know total fund balances and total expenditures of the district to know whether the district is sitting on too much money. the state likes the ratio, total fund balances to expenditures, to be at least 35%. Telling us there is $12m in the working cash funds, means nothing.

The State made a deal with teachers, and now they want out of the deal. Only the powerful are allowed to get out of their deals. If unions were still powerful, they would not be in this position, and they would not have public opinion against them. This pension deal is just one of thousands of deals the State makes with contractors and other entities. Are we demanding that those deals be cancelled and renegotiated? Consider all of those other contracts, and you can see where the power and our 67% tax increase actually lies.

I'm sure that you don't want facts to get in the way of your story. Go to the District web site and look at the Annual Financial report for the year ending June 30, 2011. That's the last report that has been filed with the state. The 2012 report won't be out until October.

The amount in working cash will be approximately $300,000 lower than what I quoted since I included the unaudited numbers that were provided to us.

mark stein, I had this argument with another perosn that is not to intelligent when it comes to economics. When you are paid by tax dollars, you are taking tax revenue from the state. So pretty much they are getting paid 100% tax dollars and putting back tax dollars they are paid from. How is that paying taxes. see how muddied the thinking is. A governmental employee is paid by taxes. You are taking money from people paying taxes that do not work in the public sector. And the state only takes 5.5% so 94.5% and none of the public sector people pay in to ss anymore and the federal only takes 22% so you take tax money and pay 30% so how are you paying taxes from tax money doesnt sound like a great fiscal policy to me.

It isn't true that no public sector employees pay into social security. State employees and most employees other than teachers do pay social security.

If part of the compensation for public employment included not paying income and property taxes your argument might make sense. However, that's not the case. Making personal attacks does nothing to enhance your argument.

Then the State should declare bankruptcy and cancel the pension contracts.

Come back with an offer that what you put in, is what you're getting out + interest that floats at a rate commensurate with what a local bank offers. If you want more, take your money and put it in an IRA-like vehicle and invest it yourself, at your own risk.

Cap all State employee salaries - no one should make more than $100K/year.

I'm tired of paying School district superintendents $260K, PE teachers $160K, Teachers $120/140K, plus time off, plus sick day accruals, plus coaching fees, plus, plus, plus...

My move to Florida was facilitated by a divorce and a foreclosure. The ex-wife got the one condo that was 100 percent paid for in Evanston and I got the condo with the big mortgage. I lost that condo to foreclosure in February 2012.

All things considered, I'd say I got the best of the deal-got rid of the wife and the mortgage. I'm impoverished, but I feel just like I was when I was 19 and starting out fresh. I've been sleeping on the floor for the last 5 months, but that's OK. I've got my health and that's all that really matters.

My advice is to follow in my footsteps-ditch the wife and the house. If you're a Republican/conservative come on down to Florida-the people are really nice and once they find out you're a Republican, they treat you like royalty. If you're a Democrat, please don't come to Florida and mess it up for the rest of us.

It's really hot and humid here in Florida during the summer, but that just means that the women don't where a lot of clothes. You'll get used to it-I mean the humidity.

Hmmm, it appears that I must be getting under the liberals' skin. Now that brings a smile to my face. Of course, there is a difference between you and me. I'm positive and optimistic about my future. You, not so much.

The recession ends in about 6 weeks, mid October, when it becomes evident that a Romney/Ryan and Republican landslide are going to happen on election day. It won't be a landslide like Nixon/McGovern or Reagan/Mondale, but it certainly will bring smiles to the faces of a whole lot of people.

In Illinois teachers do not make a "choice" about paying into Social Security. There is no choice to pay Social Security. They do not pay Social Security and must pay into the Teacher Retirement System. They also pay income taxes and property taxes if they own property.

If they do have a job outside of teaching, they do pay into Social Security. However, the amount that they, or their spouse, will eventualy recieve from Social Security is severely curtailed. By the way, the same restriction apply to military retirees.

The biggest complaint I've heard from teachers I know is that they have to join the union whether they want to or not. That is not good policy, but whether a teacher is union or not, they still do the job they've chosen to do. Saying a teacher doesn't teach because of the union is showing a lack of understanding of human nature. Now a days with the complete lack of respect America's teachers get, why would anyone want this job? They want it because they want to educate children to become contributing adults. It's not for the pay or the attention. Or the summers off. I'm sure some do teach so they can spend summers at home with their children, but what's wrong with that if for 10 months of the year they're basically putting other peoples kids in front of their own?

There is a difference between private sector employees and public sector employees. Private sector employees have to work to collect a paycheck. With a few exceptions, public sector employees just collect a paycheck-that work thing is optional.

It's time to privatize the public education system. At present, government education is just a propaganda camp-re-education centers. Since the government education has been politicized, it has to be shut down.

Mr. Urban first of all I'm not blaming your student, but I'm not going to blame the school either. Did the college give you reasons why your son wasn't prepared? Is it because his high school didn't offer classes he needed, or because he didn't take the right classes, or because he took the right classes but didn't get the grades he needed, or did he take a pretest at the college and not score as well as he could've? That's the first bit of information somebody would want if a student is told that. When my boy was younger he was an athlete who didn't care one whit about his grades. He payed for it his senior year when he couldn't get into the colleges he wanted to. He wanted to go to a division 1 school, but he wasn't good enough to get an athletic scholarship and he didn't want to go to our state university. He ended up going to a smaller division 3 school where he got to play football, but he still today regrets he didn't make more of an effort academically in high school. He's pretty successful now, but when he was in his teens, he wasn't prepared for the responsibility of a really good academic institution. His mom and I didn't care where he went as long as he took advantage of what he was offered by the school he went to. He matured and ended up in graduate school though he didn't do so great in high school. It wasn't the schools fault and I don't think it was his parents fault. He had to learn on his own that there are consequences.

Since deciding to run for public office a few months ago, I have researched the pension issue thoroughly. There is absolutely no way out of the mess the politicians (in collusion with the union leaders) have created without some combination of benefit cuts, extending the retirement ages, freezing the COLA and increasing participant contributions (pensions and health care). Starting all new employees on Defined Contribution Plans (401ks, 403bs) will eventually, over 20-30 years, end the pension shell game for good. The taxpaying public has no appetite for increasing taxes to make up losses in the pension funds. We all want good teachers/schools, but the current system in place must be radically changed. Does anyone think the Democratic Party, who receives the majority of its funding from the Unions, will make this happen? Vote Republican, and then start showing up at every school board and local village meeting and voice your displeasure. Vote in new school board members who understand how to do more with less. I started attending these last year and was shocked to find only a couple of citizens in the room. Voter apathy is a major factor in why we are in this current state of affairs.

School Board members could care less what the public thinks. Half the time they break the law and with hold information from the public and do not hold mettings as they are supposed to do. If you voice your complaint they will go after your kids.

A comment by a local poster in Illinois is going to affect the way Iowans vote?

Conrad, While the tenor of their comments seem lock step, their writing styles are different. Richard is overly impressed with himself and very wordy. While obnoxious, McCloud does not come off with the same sense of open bravado and keeps his comments short. They are both tools but I have never had the impression they are one. But...hey...it's a deliciously sick yet scary thought that Richard is a multiple personality. I know he is mentally disturbed but that would be just over the top sick.
It could be the subject of an off Broadway play. Eastwood could play both parts.

There is agreement here. Illinois is the corrupt bully of the left. Government unions that have had their wings clipped in other states are flourishing here at our expense. I personally know three people who were such poor employees their own families fired them. They all have government jobs, and now they're superstar employees. They're also proof that there's no drug testing of state employees, at least not administrative employees. Voting out all incumbents is a good idea, mandatory drug testing from the president down is a great idea. Funny, you have to take a drug test to work at Home Depot, but not a job where your finger us on the doomsday button?

Sure does. Means that Schulte is not a lazy-ass progressive. It also means that Romney wins in a landslide and that the recession ends in about 6 weeks when it becomes clear that Obama Administration is finished. Millions of construction workers celebrate going back to work and the construction of the Keystone XL pipeline finally gets started.

Thumbs up. The progressive agenda just died. Clint Eastwood finished it off on Thursday night.

Now, I'm going to go out on a limb here, but I also think it means that Rush Limbaugh's audiene is going to double in size.

While the building construction industry is slow, I've taken a job as a community organizer. We're organizing against the re-election of Obama and against the progressive agenda. Our goal is the stomp Obama and the progressive agenda into the ground. Spreading the gospel of common sense is part of the job of this community organizer.

If Obama is defeated in the election, my business will come back nicely and I'll be quite wealthy. Nothing like perserverance. It took the colonists almost 8 years to defeat the British Army during the American Revolution. Sometimes things take a little more time.

1) Obama has actually decreased the rate of Federal Spending to a pace at the lowest levels since Ike.
2) If you're unemployed blame the Republicans who blocked multiple job initiatives, funding to get firemen and police officers back to work, and funding for small business loans.
3) The Bush Tax Cuts did not net a single American Job. The rich top 2% are not necessarily job creators. If they are, they created them overseas.

I know mixing a few facts in with your right wing jibberish will add a few minutes to your presentation, but hey...you've got the time and your audience has probably set the DVR for the Green Acres rerun anyway.

Reagan lowered income tax rates across the board by 25% in 1981, during which time mortgage interest was 26%, and inflation, unemployment were both double digits, in other words worse economic conditions than Obama. It took the economy about a year to absorb, at which time economic growth broke records. Liberals are still scratching their heads and distorting the history. Healthcare is destroyed thanks to Obamacare. The tax cuts would be for everyone, but the capital gains rate should be lowered to $0 for now.

I should know better, but for the sake of discussion, how would a tax increase ever help an economy? Money taken from private sector means less investment, less productivity, less consumption. Evidence of wastful spending is too voluminous to fathom, but one can merely look at the stimulus for an example. Countless green companies filing bankrupcy after billions were poured into inefficient and artificial markets. Even Obama said early on after being sworn in that you don't raise taxes in a recession. Simple. A lot of what the very rich do does not stimulate the economy. Mitts money sitting in the Caymans is not helping the economy. Increasing their taxes would help pay down the debt...improving the economy. We need to raise revenue and they are the ones least impacted by a tax increase. It would certainly stand to reason, that higher income earners consume more than the lower income earners. They buy larger more expensive homes, cars, clothes, food, and much more than lower income earners. Without being able to locate the data, it is reasonable to say that a good percentage of the total US consumption is done by higher income earners. So I ask you, by taking the higher income earners opportunity and earned money away from them in a Tax the Rich scheme, how does that improve an economy. Will more be consumed, which translates to more jobs, production and investment? I think not.

Illinois is the perfect example of what happens when you raise taxes. Quinn and the Democrats raised income taxes and now people and businesses are leaving Illinois.

The State of Massachusetts has a yacht tax for yachts docked in the state. So when Senator John Kerry (who was in Viet Nam) bought a new yacht, he docked it in Rhode Island to avoid paying the Massachusetts tax on yachts.

If you raise taxes on the wealthy, the wealthy take their money some where else. It's a real simple concept.

5% of our GDP goes to military spending. China? 2%. 41% of the world's spending on military is done by the USA, so don't give me that crap about a tax increase in Illinois as an example of wasteful spending unless you are trying to bring this thread back on topic, but that would be a stretch.
Bush gave us wars and a hugely expensive Medicare drug plan and cut taxes. He did not pay for any of it. That's THE Econ lesson for the day. We are living the result of it and the Democrats are at least trying to bring solutions to fixing the mess caused by 8 years of Republican ruin( I mean rule).

Every day the US Government has to borrow $4 billion to cover government spending. The easy way to stop the borrowing is to reduce spending.

How do we reduce spending? That's pretty easy considering all the waste in the Federal Government. First eliminate the Department of Energy and the Department of Education. These two departments are completey useless. The Dept. of Energy and Education are relatively new Departments. I think that they were both created durng the Carter Administration.

Since the Department of Energy was created, our dependence on foreign energy sources has increased-failure. Since the Departent of Education was created, the education of our children has gotten worse-failure.

Then fire all of the new Federal Government employees that were hired during the Obama Administration. Then cut the salaries of evey Federal Governmet employee and get rid of the pension system-401(K) just like the private sector.

Oh and those fat government pensions-sorry, we lied about that. 25 cents on the dollar-oh well-work until you're 80 years old like the private sector.

Build the Keystone XL pipeline and drill, drill, drill. We can grow the economy and get ourselvs out of the big mess we are in.

The talk of Obama saving the auto industry is sickening and ridiculous. Us taxpayers paid $78 billion to keep GM operating. After the books were cleaned up and the bond-holders and stockholders were totally screwed when bankruptcy laws were turned upside down and the UAW was given the company--what happened? The taxpayer is still on the hook for a bad investment of $28-35 billion. The bondholders who should have had a higher priority in the bankruptcy court were given nothing. The UAW kept all they had, their retirements and contracts are intact and GM will go bankrupt once again because these contracts remain unsustainable. Obama saved nothing; he just used taxpayer money to pay off his union cronies so they can turn around and pay him off during the current election cycle!

Obama saved the United Auto Workers union, he didn't save GM. The UAW was given stock in GM, but rather than manage GM, the UAW sold the GM stock and put all of the cash from the sale into their pension and health care funds.

When a company goe bankrupt, the company can either liquide its assets or re-organize. Both United and American Airlines went bankrupt and they are still in business today.

The GM bankruptcy protected the UAW contracts and GM will be going back into bankruptcy once again soon.

We all need to become community organizers working for the same goal-crushing Democrats at the polls on November 6th.

August 29, 1776 Battle of Brooklyn

After the Continental Army forced the British to abandon Boston, the Continental Army marched to New York where it was expected that the British Army would next attack to gain control of the Hudson River. The British fleet arrived at New York as expected and the battle for control of New York and the Hudson River had begun.

On August 22, 1776, the British Army landed on Long Island and used the Island as as a base for their attack on Brooklyn. The Continental Army crossed the East River to oppose the British Army advance on Brooklyn. The British outflanked the Continental Army and forced the Americans to retreat to the East River. With the British to their front, the Continental Army was trapped. The Britsh fleet would sail up the East River and pound the Continental Army with its powerful guns, however, the fleet's advance up the East River was delayed by (a mysterious) fog.

Under the cover of the darkness and the fog, General George Washington slowly evacuated the Continental Army across the East River to Manhattan. Washington waited at the river bank until all but the rearguard had crossed the river before embarking to the safety of Manhattan. When the fog finally lifted, the British found Continental Army's works empty. The trapped Army had managed to escape.

If not for the fog delaying the advance of the British fleet up the East River, America as we know it today would not exist.

A great crisis hangs over America and America as we know it hangs by a thread. The election on November 6th will determine whether America as we know it will continue on or cease to exist.

The contrast between the two candidates for the presidency has never been greater. Obama and Biden represent a break from America's past, while Romney and Ryan represent a continuation of America's past.

Will we and our children be forever enslaved by debt, or will America face up to its debt problem and elect leaders who will do what is necessary to save America?

The election of 2012 is much like the election of 1860. Once again slavery is the issue which separates the two parties. While in 1860, the battle was over human slavery. The battle in the 2012 election is about enslavement by debt.

In 1776, George Washington was one of the richest men in America. There was no need for Washington to cast his lot with the Americans who supported the American Revolution, yet he chose to risk both his fortune and his life for the Revolution.

Washington was not a eloquent speaker. Few quote Washington, yet the Washington Monument stands at the center of the Mall in Washington DC.

The election of 2012 pits an eloquent speaker, Barack Obama, against a wealthy man, Mitt Romney, who is not an eloquent speaker. Like Washington, there is no need for Romney to run for the presidency. He has more than enough wealth to enjoy life, yet Romney has chosen to serve his country.

Electricity in the United States is principally generated by burning coal. Hence, cars which use electricity are actually coal-fired cars. I thought that burning coal caused global warming. I guess that means that those electric cars cause global warming.

The fuel of the future is compressed natural gas (CNG). Honda is selling a car with a CNG engine in it-the Honda Civic. Soon there will lots of CNG-powered cars on the road. Electric-powered cars are simly not practical.

The United States is the Saudia Arabia of natural gas.

I can hardly wait for Michelle Antoinette to speak and explain all those lavish vacations while 46 million Americans are using SNAP (food stamps). Laura Bush would never do anything like that. And President Bush stopped playing golf while our troops were in Iraq and Afghanistan. President Bush was only so-so as a president, but at least he had class.

back to the topic: the democratic leadership in springfield, the teachers who pay dues to the iea and the public sector state workers who pay dues to the seiu are all to blame for the mess that is our pension system. The politicians keep promising more and they know they can not afford more but yet the teachers and all the workers keep taking more. Every public sector employee, which includes state workers and teachers all got raises as did the state reps, senators and governor. So how does the private sector taxpaying guy get a break, he doesn't and its to the point where the private citizen has no chance and his vote does not matter in this state. once 40% of the population works for the government its hopeless because the spouses of these workers will vote on emotion so they can keep their jobs so this state is cooked like California. I live in crook county, which is a whole other story as you can't fire their workers because of the union. Tony Preckwinke was going to do it and tried and she is a democrook, who I did not vote for her. there are like 24,000 workers and not any work hard but you can't fire them Go to a DMV, and see a bunch of dead beats working and it takes 6 hours to get a drivers license like it did when I took my son to get his last year. you have 50 workers and it tokk that long. Why because no one can get fired and they all know it so why be effiecient

Mr. Urban, in the 2010 election between Quinn and Brady, Brady won a majority of the votes in 98 of 102 counties. 2 of the 4 counties that the Democrats carried were located near St. Louis-one of those counties was St. Clair County which includes East St. Louis. (I grew up in St. Clair County.)

The City of Chicago is losing population-the population of Chicago is declining, not increasing. The population of Chicago today is the same as it was in 1920. Most of the decline in the population of Chicago is black folks leaving. If I recall correctly, roughly 100,000 black folks left the City of Chicao between 2000 and 2010.

These population statistics tell us that Chicago's death-grip on Illinois is loosening. That's good news, but change will be slow. But if the Republican Party can take Wisconsin back, we can take Illinois back from the Democrats.

It was the TEA party that kept Governor Scott Walker in office in Wisonsin and it is the TEA party that can take Illinois back too.

While the Democrats bear the lion's share of the responsibility of the blame for the financial mess that Illinois finds itself in, the Republican Party is not blameless. The typical Illinois Republican is a moderate Republican. While I like Senator Kirk, he' a moderate. Illinois needs conservative Republicans to do the heavy lifting.

My solution was to flee Illinois, but keep on fighting for Illinois.

Sorry RB, I only watched about 30 minutes and then had to shut it off-could't take it anymore. You're right, I didn't hear (President) Bush name one time. In fact, I didn't hear anything about the central issues of the election-the economy and Obamacare.

Rush was right on with his prediction that this was going to be the abortion convention. Abortion this and abortion that and how unfair and terrible life in the United States is for women. Life is so much better for women in other countries.

It seems obvious that the Democrats are trying to change the subject. The unemployent rate on January 20, 2009 was 8.3 percent and the unemployment rate in August 2012 is 8.3 percent. 3-1/2 years and we are in the same place we started.

Clint Eastwood said there were 23 millon unemployed people in America today and the Democrats have got no ideas of how to put America back to work. As Clint Eastwood said, it's time for Mr. Obama to step aside and let Romney fix things. With Romney at the helm, things shoud be looking pretty good by June 2013, exept in Illinois and California.

I have been posting on Patch for 20 months and not once have I seen Sandra Fluke post on Patch. And so Brian, we've got you making up stuff that was never said.

With respect to Sanda Fluke, Fluke said publicly her birth control costs $3 thousand annually. Given that birth control pills are $8/month, $96 annually, there is a difference of $2,904 between the actual cost and the cost of Fluke's birth control. Please explain the difference-it ain't difficult to explain it. Rush Limbaugh explained the reason for the difference on his radio show and I concur with Rush's statement. Rush apologized for his statement, but it is my opinion that Rush had no reason to apologize. Rush simply stated the truth of the matter.

Calling someone a "hater", a "racist", a "bigot" and the slang term for an erect penis, that is "dick", goes on on Patch all of the time. But Brian remains silent. No problem calling conservatives these names-that's OK. The only reason you're complaining is because you disagree with the opinions which I express. Your double-standard is unacceptable.

Sully posts are vile and obnoxious. If Sully's posts are acceptable, so are mine. When Patch tells Sully to comply with the rules of engagement, then I will comply.

Since I believe in free speech, I have no objections to anything that is said on Patch. I would never flag anything, short of Sully's insulting of those with mental illness. I don't get what you are saying about select enforcement. When something is flagged, they look at it. You got flagged a lot, you got a warning. You were also not asked to leave patch, so why demand for the same for Sully (if you are all about fair?) Are you just hoping that each time you say it, a little tally will be kept on the site? It really doesn't work that way. And clearly his name calling has been working because you spent plenty of time combing through his old posts and reposting them to show just how much you do care.

And free speech isn't consequence free. You won't be jailed, but you can be fired, your business can be boycotted, you can be banned from websites, and you can be politely asked to rephrase some of your comments in regards to individuals (as you were.) You weren't asked to only post liberal news. I disagree with David Greenberg on almost everything (mostly the gun articles.) We manage to disagree and get heated and neither of us ends up sounding like a five year old at recess. You two want to meat up? Have a foot race? Good old "my dad is stronger than your dad?" My mistake RB. We have established that the cost of contraceptives is $96/year. So $3 thousand is 31 years of birth control. I never gave a thought to the fact that someone like Sandra Fluke might spend 31 years going to law school.

One wonders what the cost of tuition at Georgetown Law School. Sandra Fluke vacations in Europe. My guess is that Sandra Fluke spends more than $8 in a weekend on alcohol. So what we really talking about here is that Sandra Fluke wants the taxpayers to pay for her $8/month birth control so that she can buy more alcohol.

Of course, the retort is "Schulte how do you know that Sandra Fluke drinks alcohol?" You got me there. If Sandra Fluke can't afford $8/month, perhaps she should get a job and work at least one hour a month.

Yes, her number could be inflated, but you also chose one of the lowest possible costs of birth control. I have seen numbers ranging from 4 dollars up to just over $100. Granted at $100 her number is still over double the actual cost, but $1200 is also a lot different than your point making $96. On top of that, she mentions that it can cost that much during law school, which would put it at more than one year of coverage. "...over $3,000 during law school."

You also make a blanket assumption that birth control pills are only for contraceptive use when a lot of women take them as hormone regulation. Then you just decided to make a statement about her wanting more alcohol, and a social drinker at best for 8 bucks a weekend. It's statements like that that make people upset with how you hold court. I'm not talking about Sully, or Mccloud or any other poster. The complaints were about you and your failure to recognize how you are bending the discussion. You took your otherwise rational point and turned it into enquirer like reporting about how this woman wants us to pay for her drinking habits.

And for those who don't have any idea what McCloud is talking about, Mary Jo Kopechne drowned in Senator Ted Kennedy's car after Kennedy drove off a bridge on July 18, 1969. Senator Kennedy was apparently drunk. Kennedy managed to escape and left the scene of the accident without making any efforts to help Mary Jo.

Kennedy didn't call the police until he sobered up. If you or I did that, we'd be serving time in prison, but not Senator Kennedy. He was elected time after time after time and he even ran for president in 1980.

Lisa, why are you being so defensive and why are you replying in such a hostile tone? Mr Myers was making an observation, stating something he believes, yet you pounce on him like a cat on a mouse. His statements are valid concerns, and your attempt to belittle him says more about you than it does him.

I also share the same concern as Bob. Some parents don't want public education because it goes against their religious beliefs. It is especially bothersome at this point in time because while the rest of the world is moving forward with 21st century science, America's religious right is trying to do the opposite and wants to take the whole country with them. When kids are taught on solely biblical teachings, besides missing a lot of information, or learning something that most of the world knows is false, they rarely are allowed to practice critical thinking skills. They are taught not to question instead of challenging ideas.

As far as Illinois Pension reform, Mr. Urban said that he was considering moving his business to another State. I suggested he join Mr. Schulte in the tax haven of Florida. Now, I have a question for Mr. Urban. When you move your business (due to greed, by the way) do you plan to transfer your employees to Florida and absorb the cost? They'll have to deal with pulling kids out of school etc. Or, as I suspect have you not even considered the cost to your employees? Perhaps you just plan to lay them off like Romney would do? Business is business right? You see Mr. Urban, your greed and political leanings impact people other than just you. Did you consider this when you boldly stated you're ready to leave the State and take your business with you? What's the plan?

Thanks for the explanation. I only used the word "attack" to mean "in opposition" to the other postition. I don't see much that is personal.

All of it would be better placed in an "off topic" forum. Other forums often maintain off topic areas. Moderators move off topic posts, so that they don't clutter the discussion concerning a given topic.

The Patch comment sections often become unreadable due to the kind of exchange that's going on here. I hope that the Patch editors consider making a change.

The republican party has been hijacked by people who don't care what the ramifications will be if they refuse to compromise. It's all about what they want and to hell with everybody else. The American people making up the tea party don't even know what is happening because they fall in lockstep with their leaders and the media who shill for them. Moderates and other sane individuals dropped the ball by not paying attention to the movement. I can't listen to Rush without getting nauseous, so Richard is an excellent resource to use to find out what the latest outrage is or what the latest misinformation campaign may be. I'm sorry though that the topic of the article is always kicked to the wayside, though.
