Blotter: Phone Scams Ramp up in Struggling Economy

LAKE FOREST

Possession of Drug Paraphernalia

A 15-year-old Lake Forest teen was charged with possession of drug paraphernalia at 8:30 p.m. March 17 at Forest Park. The teen had a glass-smoking pipe used to smoke marijuana in his possession. He posted a $120 bond pending an April 17 court date in Park City.

Public Intoxication/Warrant: Parole Violation

John P. Redmond, 50, 156 N. Washington Circle, Lake Forest, was charged with public intoxication and wanted on a warrant from the Illinois Department of Corrections at 7:30 p.m. March 14 in Market Square. Redmond had been drinking and was found passed out in Market Square. He was transported to Lake County Jail for an administrative hearing April 11 at Lake Forest City Hall.

Possession of Marijuana/Drug Paraphernalia

Valeriy A. Kabalkin, 18, 2145 Beaver Creek Drive, Vernon Hills, was charged with possession of marijuana and possession of drug paraphernalia at 11:48 p.m. March 17 near the intersection of Waukegan and Castlegate roads. Kabalkin possessed a green leafy substance, which field-tested positive as marijuana. Kabalkin also possessed a glass pipe containing marijuana and a metal grinder containing field-tested marijuana. Kabalkin posted a $120 bond pending an April 3 court date in Park City.

Two 17-year-old teens, one 18-year-old and one 19-year-old were charged with various counts of drug possession, drug paraphernalia possession and intent to deliver at 10:40 p.m. March 12 near the intersection of Western and Westleigh avenues. Marco A. Bareto, 19, 534 Michigan Ave., Highland Park, was charged with possession of marijuana and possession of marijuana with intent to deliver. One of the 17-year-old teens from Bannockburn was charged with possession of drug paraphernalia, while the other 17-year-old from Riverwoods was charged with possession of marijuana. Isreal Ruiz, 18, 504 Sheridan Road, Highwood, was charged with possession of marijuana. The Bannockburn teen was initially stopped for driving under the influence. He refused to submit to complete any testing, resulting in his driving privileges being suspended for a minimum of 12 months. He also had in his possession more than 10 grams, but not more than 30 grams of marijuana. He also possessed a glass-smoking device. Each posted a $100 bond and their Illinois Driver's License pending an April 10 court date in Waukegan.

Minor Consumption of Alcohol

A 17-year-old Lake Forest teen was charged with minor consumption of alcohol at 9:36 p.m. March 17 in the 300 block of Granby Road. Officers responded to a noise complaint and found the teen had been drinking and was under the age of 21. He was assigned an administrative hearing April 11 at Lake Forest City Hall.

 

LAKE BLUFF

Fire Call

Officer received report of an open burn in the area of Arbor Drive at 12:31 p.m. March 20. Officer located the open burn at Crab Tree Farms north of the farmhouse. Officer spoke to the caretaker and asked if he had a permit. He said no. Officer issued ticket for no permit. The caretaker put out the open burn. 

Animal Complaint

A stray cockatiel was dropped off at the Public Safety Building at 4:26 p.m. March 20. The complainant said the Knollwood Animal Hospital would not accept the bird from them, only from an officer. Officer spoke with another resident, who agreed to take care of the bird. 

Officer responded to Sunset Avenue and Birkdale Road for a report of a dog at large at 8:20 a.m. March 20. The dog ran into a garage in the 400 block of Sunset Terrace when the officer arrived. It was determined the dog did not belong to that address and was taken to Knollwood Animal Hospital. 

Suspicious Phone Call

Officer responded to the 100 block of Warrington Drive at 5:30 pm. March 19 where the homeowner said she had received eight phone calls from an unknown caller starting at 5:23 p.m. A female caller with an accent asked for the homeowner. The homeowner's wife said he was unable to come to the phone. The caller became irate, and stated, "I am going to burn your house down." The homeowner's wife hung up the phone. She received seven more calls from an unknown number. On the last call, the homeowner's daughter answered the phone and told her to stop calling, and she cursed at the daughter and hung up. The number came up as all zeroes (000) on Caller ID, and the same thing happened when *69 was used. The officer advised them of recent phone scams and asked them to call police if they received another similar call. 

Criminal Damage

A mailbox was reported damaged in the 300 block of Belle Foret Drive at 7:37 a.m. March 18. Damaged was observed to the mailbox on March 17. The damage is estimated to be less than $20. 

 

Added March 27

No Valid Driver's License

Eliseo Arellanes-Ramriez, 24, of North Chicago, was charged with driving with one headlight, no valid driver's license and no insurance at 9:24 p.m. March 24 near the intersection of North and Sheridan avenues. He was released on a personal recognizance bond pending a May 1 court date in Park City.

Retail Theft

George W. Pierce, 39, of North Chicago, was charged with retail theft at 11:50 a.m. March 18 at Dominick's Finer Foods, 201 S. Waukegan Road. Pierce was charged with stealing eight cans of Enfamil baby formula valued at $122.92. Lake Bluff Police received a description of the gray-colored minivan Pierce was driving, and Lake Forest Police pulled him over at Deerpath and Route 41. Pierce posted bond pending an April 17 court date in Waukegan.

Suspended Driver's License

Yuri B. Miguel, 30, of Waukegan was charged with driving with a suspended license at 8:09 p.m. March 18 near the intersection of Skokie Highway and Rockland Road. Police conducted a traffic stop after clocking Miguel's vehicle traveling 75 mph in a 55 mph zone. He was released on a personal recognizance bond pending a May 1 court date in Park City.

Identity Theft

A resident in the 300 block of Vincent Court reported unauthorized charges on an account with Fingerhut at 3:56 p.m. March 19. The resident received an automated message from Fingerhut saying she had a past due balance. The two unauthorized purchases were for a Vivitar Camcorder and an RIP Trainer. The exact value of the items is unknown.
