Blotter: Mailbox Takes a Direct Hit; Teens Violate Zero Tolerance

Theft

Several small tools were taken from a locked construction trailer in the 400 block of South Green Bay Road between 4:30 p.m. Dec. 4 and 7:30 a.m. Dec. 6. No further information was available.

Sexual Assault/Sexual Abuse

Rakesh A. Bhagirat, 21, 714 N. Mulberry St., Statesville, N.C., was arrested at 10 p.m. Nov. 5 in the 500 block of Sheridan Road on charges of sexual assault, sexual abuse, unlawful restraint and on a warrant. Bhagirat committed a sexual act by the use of force, and he prevented the victim from leaving the room by pinning her down with his body. His bond was set at $100,000 pending a Dec. 8 court date in Waukegan. No further information was available.

Zero Tolerance

A 16-year-old Lake Forest boy was arrested at 9:36 p.m. Dec. 3 near Old Elm and Everett roads under the state’s “Zero Tolerance” law and cited with no rear registration light. The juvenile was stopped for no rear registration light and believed to be under the influence of alcohol and under the age of 21. He refused to submit a breath sample for testing. He posted a $120 bond pending a Dec. 20 court date on Park City.

A 17-year-old Lake Forest girl was arrested at 11:22 p.m. Dec. 3 near Green Bay Road and Deerpath on charges of violating the state’s “Zero Tolerance” law, disobeying a traffic-control device, graduated driver violation and operating outside permitted time. The juvenile was stopped for a traffic violation and admitted to drinking. She failed field sobriety tests and submitted a breath sample, which indicated a blood-alcohol concentration of .154. She posted a $120 bond pending a Jan. 3 court date in Park City.

LAKE BLUFF

Criminal Damage

An officer responded to the 200 block of Ascot Court for a report of a damaged metal mailbox at 9:12 a.m. Dec. 10. The mailbox was damaged between 5 p.m. Dec. 9 and 7 a.m. Dec. 10, according to the resident. The mailbox is located on the street, and the damage was a large dent on the top and side. The complainant said he estimated the replacement cost of the mailbox to be $50. The officer checked the surrounding area and no other mailbox was damaged. A canvas of the neighborhood was performed and no suspicious vehicle or person was seen in the area.

Carbon Monoxide Detector

An officer responded to the 100 block of Park Lane for a report of an activated carbon monoxide detector at 10:12 a.m. Dec. 10. The officer was able to replace the battery.

A similar call was made at 1:08 p.m. Dec. 7 to the 100 block of East Sheridan Road for an activated, non-symptomatic carbon monoxide detector. The detector is believed to have malfunctioned after the Lake Bluff Fire Department could not locate any problems.

No License, Speeding

Jimmie Edmonds, 25, of Zion, was charged with speeding, driving without a license and no vehicle insurance at 11:59 p.m. Dec. 10 on Sheridan Road north of East Blodgett Avenue. Edmonds was traveling 51 mph in a 40 mph zone. He was released on a personal recognizance bond pending a Jan. 3 court date in Park City.

Burglary to Vehicle

The driver-side window of a black BMW was smashed and a Valentine One radar detector was stolen at 10:11 a.m. in the 40 block of South Waukegan Road. The vehicle was locked at the time.

Identity Theft

A resident in the 500 block of Glen Avenue reported unauthorized charges made to his credit card at 12:36 p.m. Dec. 6. The unauthorized charges occurred on Nov. 2, Nov. 28 and 29. The first on Nov. 2 was for $2,729 used to purchase an item from a foreign travel agency. The second charge totaled $730.74 for a TV.
