LAKE BLUFF

Damage to Property

A window was discovered damaged on the south side of the Artesian Park Warming House at 1:31 a.m. July 10. The door next to the women's restroom also was unsecured.

The LaRouche Political Action Committee was reported to be insulting patients of a Lake Bluff doctor at the corner of Walnut and Scranton avenues at 1:57 p.m. July 8. Some episodes were described as confrontational. The officer was advised by Village Hall that the LaRouche Political Action Committee did not file a permit. The officer met with Donald and Judy Clark, who said they did not file a permit but had been at the intersection before. Donald Clark said he went to the police station and received verbal permission for that day, and he was given a copy of the permit form.

A resident in the 200 block of East Center Avenue lodged a complaint that a portable toilet had been placed directly across from his home and was requesting it be moved at 10:03 a.m. July 3. People were using the portable toiler and throwing their trash in his yard. The officer and the resident moved the structure down a short distance between houses so to not obstruct his view.

Stolen Bicycle

A boys' blue Trek Mountain Bike was reported stolen at 11:10 a.m. July 8. The bicycle was stolen between July 6 and July 7 from the 300 block of Sylvan Road. The bike is valued at $200.

Found Property

An oversized ring with an aqua stone found in the washroom of the Lake Bluff Public Safety Building was brought in at 11:27 a.m. July 8.

A Public Works employee found a handgun in the electronics area of the Public Works Building at 3:35 p.m. July 8. The officer determined the handgun was a starter pistol capable of only firing blanks. The officer collected the starter pistol and a container of blank cartridges and logged them in as found property.

A pink/purple, 24-inch Schwinn girls’ bicycle was reported at 11:12 a.m. July 7 to have been in the same location on Sunrise Avenue since July 4. The bicycle was logged in as found property at the Public Safety Building.

A resident turned in one box of ammunition found at his residence at 11:59 am. July 6. The item was logged in for destruction.

A blue/silver Schwinn Solution men's mountain bike was reported found at 9:46 p.m. July 4 near the Village Green in downtown Lake Bluff. The bike was secured in the Public Safety Building.

A red Samsung cell phone was found by a passerby at Lake Bluff Middle School at 12:45 p.m. July 4. The article was logged in as a found item and secured at the Public Safety Building.

A pair of women's eyeglasses was found in the area of Oak and East Scranton avenues at 8:41 a.m. July 4. The article was logged in as a found item and secured at the Public Safety Building.

Public Intoxication

The officer located a man lying on the sidewalk in the 20 block of East Scranton Avenue at 1:25 a.m. July 5. The officer approached the man and woke him up after several attempts. The man was very confused and intoxicated. The man was evaluated by the Lake Bluff Fire Department and Lake Forest Ambulance responded. The man signed a waiver and was given a ride to his Lake Forest residence.

Criminal Damage

A damaged mailbox valued at $250 was reported at 10:49 a.m. July 3 in the 200 block of East Prospect Avenue. The incident occurred during the night of July 2. No exact time-frame was given.

LAKE FOREST 

Driving Under the Influence (DUI)

Maximino Inostroza, 28, 2128 Sawyer, Chicago, was charged with driving under the influence, leaving the scene of an accident, open transportation of alcohol, failure to reduce speed to avoid an accident and improper lane usage at 10:15 a.m. July 2 at the intersection of Beverly Place and Glenwood Avenue. Police said Inostroza fled the scene of a crash, failed field sobriety tests, had an open bottle of vodka in the vehicle and refused to provide a breath test sample. He posted a $100 bond and his Illinois driver's license pending a July 26 court date in Waukegan.

Minor Consumption of Alcohol

A 17-year-old Lake Forest girl was charged with minor consumption of alcohol at 12:10 a.m. July 4 in the 1000 block of Summerfield Drive. She was observed holding a can of beer. She dropped the can of beer and ran from police. She was apprehended a short time later and her ride left her. She stated she had been at a party on Summerfield Drive and was waiting for a ride home. She will attend an administrative hearing at 9 a.m. Aug. 10 at Lake Forest City Hall.

A 16-year-old Lake Forest boy was charged with minor consumption of alcohol at 9 p.m. July 4 in the 400 block of Hastings Road. He was transported to Northwestern Lake Forest Hospital for alcohol poisoning. He was younger than age 21. He will attend an administrative hearing at 9 a.m. Aug. 10 at Lake Forest City Hall.

Theft

Marianna H. Shedlock, 65, 4960 S. Linder, Chicago, was charged with theft over $500 at 5:45 p.m. June 9 in the 500 block of Mayflower Road. She knowingly exerted unauthorized control over the property of a gold, platinum and diamond bracelet from its owner. The bracelet was valued in excess of $500. She was held for bond hearing June 28. No further information was available.

Soliciting Without A Permit

Nicholaus P. Graham, 19, 2818 Fosterwood Drive, Memphis, Tenn., and Chad E. Wilson, 19, 312 Bell Place Road, New Iberia, La., were both charged with solicitation without a permit at 2:50 p.m. June 30 in the 200 block of Holden Court. The two men were soliciting magazines door-to-door without a permit, police said. Each posted a $120 bond pending an Aug. 16 court date in Park City.

Public Intoxication

Richard D. Artman, 25, 495 Ryan Place, Lake Forest, was charged with public intoxication at 8:15 p.m. June 30 in the 1200 block of McKinley Road. Responding to a call for a well-being check, the officer found Artman stumbling down McKinley Road. He had consumed alcohol and was carrying open alcohol in a brown paper sack. He will attend an administrative hearing at 9 a.m. Aug. 10 at Lake Forest City Hall.

Social Hosting

Alexander R. Cecola, 19, 771 N. Washington Road, Lake Forest, was charged with social hosting at 6:10 p.m. July 4 in the 700 block of Washington Road. Responding to a noise complaint, officers found Cecola to be hosting a gathering where alcohol was being consumed by minors. He will attend an administrative hearing at 9 a.m. Aug. 10 at Lake Forest City Hall.
