Blotter: Smirk Turns Into Verbal Exchange; Minors Caught With or Consumed Alcohol

LAKE BLUFF

Suspicious Circumstances

An officer responded to the 200 block of Shoreacres Circle at 10:54 p.m. May 14 for a report of a possible intruder in the residence. The caller was the son of the homeowner, who stated he was the only person supposed to be in the home. Upon arrival, officers met with the homeowners, who said they had been home for the last 20 minutes. They said the only person who should be in the home is their son. Officer advised the parents that the son called the police department thinking they were possible intruders. The son said he did not know his parents had returned home.

The Lake Bluff Park District requested extra patrols after finding a picnic table and chairs were thrown into the pool within the last few weeks. The park district is in the process of filling up the pool.

Theft

A resident in the 400 block of Crescent Drive reported the theft of copper downspouts from his house on May 13. The homeowners had been out of town and returned May 8. While going over the house with a home inspector in preparation for putting the house on the market, they noticed the missing copper downspouts. Approximate value is $275. Police canvassed the neighborhood, but no one heard or saw anything unusual.

A resident in the 300 block of Ravine Forest Drive reported a delayed theft of a 10-foot piece of copper downspout missing between September 2010 and present. The homeowner did not notice the downspout missing until going over the property with a landscaper. Approximate value is $200.

Noise Complaint

An officer responded to the 80 block of Warrington Drive for a report of two men arguing on May 8. Upon arrival, the officer met with an intoxicated man, who said he had an argument with a relative through marriage regarding a perceived smirk on the other man's face. No physical contact was made, and no further action was taken.

Faulty Electric Boiler

Smoke was reported inside the Union Church, 525 East Prospect Ave., on May 8. The cause was determined to be a faulty electric boiler in the basement. Power was turned off to the boiler.

Aggressive Coyote

Officer responded to the Open Lands property behind the Central Lake County Joint Action Water Agency plant for a report of an aggressive coyote on May 8. The complainant was walking their dog and observed the animal along the path. It is unknown if the coyote was protecting a den of pups.

Criminal Damage

A resident came to the police station to report damage to his vehicle occurring between 9 and 10:30 p.m. May 6 in the 700 block of East Center Avenue. The driver's side outside mirror had been twisted and the mirror portion had been removed. There were no paint transfer or scratches to the vehicle. The approximate cost to repair was $200.

No Valid Driver's License

Jose Bello-Reres, 45, was charged with no valid driver's license and no vehicle insurance during a traffic stop May 13 at the intersection of Green Bay Road and West Washington Avenue. The driver was originally stopped for no rear license plate light. He was released on a personal recognizance bond pending his court date.

Edgar Reyes-Sosa, 37, was charged with an expired driver's license, no vehicle insurance and speeding May 9 at the intersection of Sheridan Road and Crabtree Farm. Reyes-Sosa was originally stopped for traveling 51 mph in a 40 mph zone. His driver's license was from out of state and found to be expired for more than four years. He was released on a personal recognizance bond pending his court date.

Robert Lewis, 58, was charged with speeding, carrying an expired driver's license and illegal transportation of alcohol May 8 on Route 41 and Rockland Road. Lewis was originally stopped for traveling 74 mph in a 55 mph zone. His driver's license had been expired for more than a year, and he had a bottle of open alcohol in the car. He was released on a personal recognizance bond pending his court date.

LAKE FOREST

Driving Under the Influence (DUI), Minor Possession, Consumption of Alcohol

Joseph D. Inman, 20, 374 Briar Lane, Lake Bluff, was charged with DUI, speeding and improper lane usage  at 12:45 a.m. May 10 at the intersection of Green Bay and Onwentsia roads. Inman was stopped for traffic violations, traveling 48 mph in a 30 mph zone, and was found to have consumed an alcoholic beverage. He failed field sobriety tests and refused to submit to a breath test. He was released on a $100 bond and surrendered his Illinois driver's license pending a June 14 court date in Waukegan.

A passenger in Inman's vehicle, Rory M. Shimp, 20, 713 Oak Ave., Lake Bluff, was charged with minor consumption and possession of alcohol. An open bottle of whiskey was found under Shimp's seat. He was released pending an administrative hearing on June 8 at Lake Forest City Hall.

Domestic Battery

Frank Y. Samuel, 55, 175 E. Louis Ave., Lake Forest, was charged with domestic battery and unlawful interference with reporting domestic battery at 10 a.m. May 5 in the 100 block of Louis Avenue. During an argument, Samuel caused bodily harm to a family member by grabbing her by the wrists and causing abrasions and preventing her from calling 911 for assistance. He was held overnight for a bond hearing, and had a May 6 court date in Waukegan. No further information was available.

Solicitation Without a Permit

Maurice D. Spencer, 27, 1144 Colonial Drive, Inkster, Mich., was charged with selling magazines without a permit at 1:40 p.m. May 4 in the 100 block of Farnham Lane. He was released on a $120 bond pending a June 7 court date in Park City.

Minor Consumption of Alcohol

Michael A. Garette-Balmer, 19, 61 Silo Ridge South, Orland Park, Ill., was charged with minor consumption of alcohol at 2 a.m. May 4 in the 500 block of Sheridan Road. The officer responded with an ambulance for possible alcohol poisoning on an incoherent subject on the Lake Forest College campus. Garette-Balmer was released pending an administrative hearing June 8 at Lake Forest City Hall.

Three female juveniles were charged with minor consumption of alcohol at 6:30 p.m. April 30 in the 400 block of Hastings Road. The three females, each age 14, were found to have consumed an alcoholic beverage while attending a CROYA dance. Each female was released to a parent pending an administrative hearing June 8 at Lake Forest City Hall.

Dogs Running at Large

Theresa M. Seibert, 49, 441 Saunders Road, Lake Forest, was issued an administrative hearing citation for allowing two dogs to run at large within the City of Lake Forest at 8:50 a.m. April 23 in the 400 block of Saunders Road. She appeared May 11 at Lake Forest City Hall. No further details were available.

Barking Dogs

Thomas Weiss, 315 Scott St., Lake Forest, was issued two administrative hearing citations for a third offense of barking dogs - a female black Labradour and a female yellow Labradoodle - at 2:30 p.m. April 20 in the 300 block of Scott Street. He appeared May 11 at Lake Forest City Hall. No further details were available.
