Lake Bluff Woman Charged with Endangering Life of a Child

Driving under the influence

On April 21, officers responded to a one car crash on Ridge Road in which the vehicle left the road striking landscaping, a wall and a gate. Police spoke with Samantha M. Kimber, the 26-year-old driver from Westland, Mich. She exhibited a strong odor of alcohol, admitted to drinking all evening and could not explain how she left the road. Kimber was transported by ambulance to Northwestern Lake Forest Hospital and later charged with driving under the influence of alcohol.

Driving while license revoked

On April 18, Tony M. Phillips, 37, of Mundelein, was arrested for driving on a revoked driver’slicense after being involved in a one‐car crash when he struck the median on Route 41.

Domestic battery

On 3/29/13 at 7:36 a.m., officers responded to a report of a domestic battery that had just occurred in the 1000 block of Coventry Drive. They spoke with a resident who reported being punched by a relative after an argument and had fled the home. The victim walked with no shoes to a nearby business and called police. Officers observed and photographed evidence of physical violence to the victim.Officers repeatedly attempted to speak with Alan R. Palmer, 53, of Lake Forest, the reported offender, about the incident, without success. On 4/8/13, police obtained an arrest warrant for Palmer on a charge of Domestic Battery. Palmer was taken into custody on 4/22/13 at 7:30 AM, processed and taken to Lake County Jail for a bond hearing.

Endangering the life of a child

Officers responded to a place of worship in the 100 block of North Waukegan Road for a report of an intoxicated parishioner there attempting to drive away with her children in the car. Officers spoke with , Margaret E. Ugolini, 47, of Lake Bluff, who admitted she had driven to services with her children and was about to drive home with them. She admitted to drinking that morning and exhibited a strong odor of alcohol. She produced a breath sample showing a blood alcohol content of .164. She was charged with endangering the life or health of a child, processed and released after posting bond.
