Aggravated Domestic Battery, Burglary, Underage Drinking

Public Intoxication

Alexandra Andorfer, 20, of Chicago is being charged with public intoxication according to Lake Forest Police reports. Her administrative hearing is set for Nov. 14 at City Hall.

Officers and a Lake Forest Fire Department ambulance responded to a report of a woman on the sidewalk at Washington and Rosemary, police said. Andorfer was found by officers. She was intoxicated but uninjured. She was transported to Northwestern Lake Forest Hospital and issued an administrative hearing citation.

Unlawful Control of Cannabis, Possession of Tobacco

Three juveniles, two males and one female, are being charged with unlawful control of cannabis and possession of tobacco, according to Lake Forest Police reports. Their administrative hearing is set for Nov. 6 in Park City.

Officers located the three juveniles inside a parked car at Forest Park Beach while on patrol, police said. Subjects were in possession of marijuana and cigarettes. All three were cited with local ordinance violations.

Soliciting Without a Permit

Bryan Dickenson, 40, and Steven Cochran, 43, both of Rock Falls, are being charged with soliciting without a permit, according to Lake Forest Police reports. Their administrative hearing is set for Nov. 14 at City Hall.

Officers responded to a complaint of two men selling fruit from their car, police said. They admitted to not having a city permit and were both issued administrative hearing citations.

Illegal Dumping

Brian Rodriguez, 19, of Chicago is being charged with illegal dumping, according to Lake Forest Police reports.

While on patrol, an officer located Rodriguez dumping lawn debris onto the property of another person, police said. His administrative hearing is set for Nov. 14 at City Hall.

Violation of Curfew

A juvenile female, 17, is being charged with a violation of curfew, according to Lake Forest Police reports.

She was stopped for a traffic violation at Route 41 and Deerpath, police said. She was issued an administrative hearing for a curfew violation and was released to a parent.

Consumption of Alcohol by a Minor

Olivia Block, 18, of Lake Forest is being charged with consumption of alcohol by a minor, according to Lake Forest Police reports. Her administrative hearing is set for Nov. 14 at City Hall.

Six other juveniles, all aged 17, are also being charged with consumption of alcohol by a minor, according to Lake Forest Police reports.

Officers responded to a complaint of a possible teen drinking party at 1880 S. James Court, police said. Upon arrival, officers located several minors at the home who had been drinking. The juvenile resident was also charged with a violation of the City’s Social Hosting ordinance.

Aggravated Domestic Battery, Aggravated Battery with Great Bodily Harm

Kevin P. Lynch, 48, of Lake Forest is being charged with aggravated domestic battery and aggravated battery with great bodily harm, according to Lake Forest Police reports. His administrative hearing is set for $50,000 and his court hearing is set for Nov. 1.

On Oct. 15, officers and an ambulance responded for a victim experiencing stroke-like symptoms. The officers investigated and interviewed witnesses and Lynch, where it appeared that the victim had experienced worsening symptoms since being struck in the head and choked by Lynch during an argument on the evening of Oct. 12, police said. The victim was transported to Northwestern Lake Forest Hospital.

Burglary, Retail Theft (Felony)

Albert S. Winfrey, 59, of Waukegan is being charged with burglary and felony retail theft, according to Lake Forest Police reports. His court date is currently unknown.

Officers responded to a Lake Forest business at 890 N. Western Ave. for a report of a male subject who had just stolen numerous bottles of alcohol and fled the store, police said. An officer located and stopped Winfrey. He was found with 12 bottles of vodka from the business and was taken into custody.
