Police Blotter: Blockbuster Charged with Signage Violations in Lake Forest; Lake Bluff Woman's Purse Taken from Vehicle

LAKE BLUFF

A resident reported a possible phone scam of calls coming from Jamaica on March 31. The officer confirmed the scam and advised the resident not to answer any more calls from an 876 area code.

Found Ferret

An officer responded to the 300 block of Belle Foret Drive for a report of a found white ferret on March 30. The ferret was taken to for impoundment.

Solicitor Complaint

An officer responded to the 400 block of West Sheridan Place for a solicitor complaint on March 29. The person was located at Sunset Terrace and West Hawthorne Court selling subscriptions to the Lake County News-Sun. Officer advised the subject of the local ordinance requiring a permit to solicit. The person was sent on his way.

Sickly Raccoon

An officer responded to East Sheridan and Indian roads for a report of a sick/injured raccoon on March 28. Officer observed the raccoon to be very sickly and falling over several times. The raccoon was brought to the public works building and destroyed.

Stray Dog

Officer responded to the 40 block of West Sheridan Place for a homeowner who found a beagle mix in their yard on March 27. Dog was transported to Knollwood Animal Hospital.

Criminal Damage

During routine patrol of the Sanctuary, officer observed a mailbox damaged in the 29000 block of North Birch Avenue at 8:46 p.m. March 26. Officer met with the resident and she said when she checked her mail at 6:30 p.m., the mailbox was not damaged. She stated she heard someone ring her doorbell at 8 p.m., but she did not answer the door. She believes she saw a white vehicle leave her drive, but is unsure.

Suspicious Circumstance

Officers responded to the 500 block of Ravine Avenue for a report of someone ringing the homeowner's doorbell for several minutes on March 24. Officers verified the person ringing the doorbell was her husband, who had locked himself out of the house.

Theft

Two fire extinguishers were missing from East School, taken some time between 10 p.m. on March 21 and 3 p.m. on March 22.

A resident in the 50 block of West Blodgett Avenue reported on March 19 that a backpack leaf blower was removed from a trailer on the property at the end of January.

Theft

Resident came to the police station on March 19 to report her purse was taken from insider her vehicle sometime between 5:30 p.m. March 18 and 7:40 a.m. March 19. Her garage door was left open overnight. Taken were a Coach purse, $500 in cash and credit cards.

Missing/Lost/Stolen Wallet

A resident in the 600 block of Rockland Avenue reported on March 19 that he was missing his brown-colored wallet that contained an unknown amount of cash and the man's Illinois driver’s license. He said he last saw his wallet on the kitchen counter on March 10. He was unsure when it went missing.

LAKE FOREST

Biting/Attacking Dog

Wallace E. Basco, 85, 52 Mallard Lane, Lake Forest, was charged with owning a biting/attacking dog on March 25. The victim reported walking her dog on the street in front of the Mallard Lane address when a German Shepard dog jumped through an open window and attacked her dog. The victim dog was taken to an emergency hospital in Northfield. The attacking dog had two prior violations for running at large. Basco was assigned to an administrative hearing at 9 a.m. May 5 at Lake Forest City Hall.

Criminal Damage to Property

The victim reported his black Infinity vehicle was keyed while parked in the East Train Depot between the hours of 7:30 a.m. and 5:30 p.m. on March 25. Three arrows in a circle were carved into the paint on the right passenger door.

Minor Consumption/Possession of Alcohol

Alexander J. Versen, 19, 47 Oak Hill Lane, Santa Rosa, Fla., was charged with minor consumption of alcohol and possession of alcohol on March 27 in the 500 block of College Avenue. Alexander was found to be under the age of 21 and possessed or consumed an alcoholic beverage. He was assigned to an administrative hearing at 9 a.m. April 13 at Lake Forest City Hall.

Criminal Damage to Property

A 15-year-old juvenile was charged with criminal damage to property on March 25 after standing on a stool at the , he reached around a glass wall and broke off a glass reflecting rod. He was taken to the Lake Forest Police Station where he was turned over to his parents.

Burglary

A Lake Forest home in the 800 block of Morningside Drive was burglarized on March 22 and 23 between the hours of 3:30 and 5 p.m. The suspect(s) forced entry through a side kitchen door and went through the entire house. Electronics and coins valued at approximately $2,100 were taken.

Sign Code Violation

The manager of the Blockbuster Video store, 240 E. Deerpath Road, in Lake Forest and Wintrust Asset Management, trustee, owner of record were charged with sign code violation on March 16. A site inspection by the Community Development inspectors found numerous signs and banner violations attached to the front facade of the building and windows announcing the store's closing. These signs are in violation of the City Code provisions related to signage. They have been assigned to an administrative hearing at 9 a.m. April 13 at Lake Forest City Hall.

Theft

A police officer located the theft of two copper downspouts from a home in the 1100 block of Green Bay Road during a premise check on March 20. No additional damage or missing items were located.

Obstructing a Peace Officer

Yuriy Kulagin, 25, 459 Raphael Ave., Buffalo Grove, was charged with obstructing a peace officer March 20 in the 500 block of Sheridan Road. Police officers and an ambulance had responded for intoxicated subjects. A friend of one of the victims caused a disturbance which interfered with the paramedics and police performing their duties in helping the victims. Kulagin posted a $120 bond pending a court date at 10:30 a.m. May 3 in Park City.
