Police Blotter: Lake Forest and Lake Bluff

Weekly reports for March 6-12.

The following incidents were listed among the official reports of the Lake Forest and Lake Bluff Police Departments. Readers are reminded that an arrest does not constitute a finding of guilt. Only a court of law can make that determination.

LAKE FOREST

Possession of Cocaine

A 19-year-old Lake Forest man was arrested by Glencoe Police on charges of felony possession of cocaine, possession of drug paraphernalia, driving with suspended license and possession of three false driver's licenses at 3:16 p.m. Feb. 23 at Sheridan Road and Maple Hill Road in Glencoe. He was driving a black 2007 Jeep Grand Cherokee when he was stopped for speeding 45 miles per hour in a 30 mph zone. When the officer looked in the car, the officer noticed some marijuana shake in the center console. A run of his license found it suspended. Upon searching the man, police said they found a prescription drug bottle on his person that held powdered cocaine. Police also found a tan marijuana pipe in the car. He had given them a fake Illinois license. Police said they found a second fake Illinois license and a fake Idaho driver's license in the car.

Driving Under the Influence (DUI)

Ruth C. Moore, 40, 1540 N. Sheridan Road, Lake Forest, was charged with failure to yield to an emergency vehicle and DUI at 11:38 p.m. March 10 in the 100 block of Sheridan Road. Officers were responding to an emergency when Moore failed to yield to emergency vehicles. The officer stopped the vehicle and determined Moore had been drinking. Moore failed field sobriety tests, and she submitted a breath test which indicated a blood alcohol content of .077. The legal limit is .08. She was released on a $3,000 personal recognizance bond pending an April 8 court date in Waukegan.

Rafael A. Montalvo, 39, 2810 Enoch Ave., Zion, was charged with improper lane usage, expired driver's license, driving without insurance, DUI and DUI over .08 at 2:03 a.m. March 6 at the  intersection of Route 41 and Gage Lane. He was released on a $3,000 personal recognizance bond pending an April 15 court date in Waukegan. Montalvo was stopped for improper lane usage and found to be under the influence of alcohol. He failed field sobriety tests and submitted to a breath test which indicated a blood alcohol concentration of .133.

DUI, Possession of Drug Paraphernalia

Seth A. Mattin, 30, 1731 N. Central Ave., 2nd floor, Chicago, was charged with traveling 67 mph in a 35 mph speed zone, possession of drug paraphernalia, driving without insurance and DUI at 1:18 a.m. March 10 at the intersection of South Basswood Road and West Blackthorn Lane. Mattin was stopped for speeding and found to be under the influence of alcohol and in possession of drug paraphernalia (pipe). He failed field sobriety tests and refused to submit to a breath test. He was released on a $100 bond and surrendered his Illinois driver's license pending an April 15 court date in Waukegan.

Theft

A woman's wallet containing a credit card and $45 were stolen from her office at 3:42 p.m. March 3 in the 200 block of Illinois Road.

A woman reported the theft of her wallet in the 700 block of North Western Avenue while she was dancing nearby at 11:09 p.m. March 2. A witness saw a subject with the wallet and made recovery, but fled the scene prior to police arrival. The investigation continues.

Minor Consumption of Alcohol

Thomas S. Beilke, 18, 845 Oakwood, Lake Forest, was charged with minor consumption of alcohol at 2 a.m. Feb. 27 in the 500 block of Sheridan Road. Beilke was found ill after drinking three or four beers and transported to Northwestern Lake Forest Hospital. He will attend an administrative hearing April 13 at Lake Forest City Hall. The legal age for alcohol consumption is 21.

 

LAKE BLUFF

Citizen Assist

A resident brought in a rifle to be destroyed March 11. The rifle was logged into evidence for destruction after clearing the Illinois Law Enforcement Agencies Data System and National Crime Information Center.

Crime Prevention

An officer observed an open garage door in the 300 block of Newman Court on March 10. A crime prevention report was left for the homeowner and no irregularities were reported. A similar incident occurred March 8 in the 300 block of East Woodland Avenue. No irregularities were reported.

Smoke Alarm

An officer responded to Warrington Drive to assist a homeowner with an activated smoke alarm. It was determined the alarm was activated by a dead battery.

Deer Complaint

Officers responded to the 700 block of Forest Cove Drive for a report of a severely injured deer on March 9 that had been at the location since March 8. The deer was euthanized with a duty weapon. The homeowner was given contacts for removal.

Citizen Assist

An officer responded to meet with the complainant and the daughter whose bicycle lock would not open. The lock was not functioning and the officer was given permission to remove the lock.

Theft

The theft of several truck tires (BF Goodrich All Terrain TA) and $450 worth of commercial electrical wire left unattended outside the residence was reported at 11 E. Woodland Ave.

Suspicious Circumstances

An officer responded to the 200 block of East Washington Avenue on March 8 for a report of a suspicious vehicle. Complainant stated while traveling east on  Route 176 at Route 41, a dark maroon Ford sedan attempted to conduct a traffic stop on his vehicle. The complainant stated he was unsure if the vehicle was an actual police car and continued to the Lake Bluff Police Department, parking in front of the building. The complainant said a white male driving the maroon sedan rolled down his window and identified himself as a Secret Service agent and asked him why he did not stop, then drove away. The complainant then drove home and did not report the incident for 30 minutes Officer checked the area, but the vehicle was gone on arrival.

Found Bicycle

An officer responded to the rear parking lot of 79 E. Scranton Ave. on March 8 for a report of a small dark colored bicycle that had been there for two weeks. Officer located the bike and observed both tires to be flat. The bicycle was a purple female Trek 220 Mountaintrack bike. The bike was entered into lost and found property book and secured in the garage of the police station.

Assist Fire Department

An officer responded with the Lake Bluff Fire Department to the 100 block of Bradford Court to investigate a strange odor from inside the residence. Complainant reported a smell of a possible burning plastic. The fire department determined the smell was from a skunk that had possibly burrowed under the complainant's bay style window. The officer advised to call animal removal.

Criminal Damage

Public Works notified the police department that the "Village of Lake Bluff Bike Path" sign had been damaged within the last week. The posts will have to be replaced. Approximate cost to repair is $200.

Criminal Damage

Officer responded to the 300 block of Sylvan Road on March 6 for a front window that was broken by eggs. Homeowner said she and her husband were home starting at 5 p.m. and did not hear or see anything. There was also egg on the eastside gutter and siding. Approximate damage is $200. An officer responded to a similar call earlier in the day in the 300 block of Moffett Road where the homeowner's house had been egged. The homeowner stated around 6 p.m. March 5, his daughter heard a noise on the east side of the house. Eggs had been thrown at windows and the siding on the house. No monetary damage was reported. These two reports followed a March 5 report also in the 300 block of Mawman Avenue where eggs were thrown at the front window of the house. The resident said the dog began barking at 2:30 a.m. and when they awoke in the morning they found egg yolks on the window.

Stray Dog

A stray small white poodle with a tag and collar was found in the 300 block of West Hawthorne Court on March 6. Police attempted to contact the owner with negative results, and the dog was taken to Knollwood Animal Hospital.

Battery

Three adults approached an officer outside the Dominick's Food store, 201 S. Waukegan Road, saying they had been battered in the parking lot at 6:51 p.m. March 6. There are no suspects in the case at this time.

Failure to Reduce Speed, Uninsured Vehicle

A driver's vehicle was rear ended at the intersection of Route 176 and Shagbark Road at 7:02 p.m. March 11. Hector Mondragon-Monroy, no address, was cited for failure to reduce speed to avoid an accident, operating an uninsured vehicle and no valid driver's license. He was released on a personal recognizance bond.

Outstanding Warrant

Officers were called to the Knauz Auto Park, 775 Rockland Road, for a report of a disabled vehicle and one of its occupants, David L. Pinedo, no address, was wanted on an outstanding warrant for an undisclosed charge in Kane County. The report was called in by Lake Forest Police. Officers took the subject into custody. No further details were released.
